The Economic Research Institute (ERI) plays
an active role in providing expert and analytical support for regional policy
and has developed critical strategic and programmatic documents that shape
Kazakhstan's territorial, spatial, and regional development. Recent key
achievements include the development of:
· The Rural Development Concept of
the Republic of Kazakhstan for 2023–2027;
· The Territorial Development Plan
of the Republic of Kazakhstan until 2025;
· The Forecast Scheme for
Territorial and Spatial Development of the Country until 2030;
· The State Program for the
Development of Regions for 2020–2025;
· The Draft Concept for the
Development of Local Self-Government in the Republic of Kazakhstan until
2025;
Regional development strategies,
including:
· Almaty Region Development Strategy
until 2030;
· Kostanay City Development Strategy
until 2050;
· Atyrau City Development Strategy
until 2050, including a roadmap for implementation;
· Akmola Region Development Program
for 2016–2020 with an accompanying action plan;
· Aktobe Region Development Programs
for 2016–2020.
In 2022, ERI, in collaboration with the
Asian Development Bank and experts from the London School of Economics,
conducted a study on regional inequality in Kazakhstan. This research resulted
in the development of the **Regional Well-Being Index**, which provides a
diagnostic tool for analyzing regional imbalances and identifying key factors
influencing regional development.
Since 2023, ERI has independently
refined and implemented the Regional
Well-Being Index using advanced methodologies. In 2024, ERI published an
analytical review on «Regional Progress:
Key Achievements in Three Years», summarizing the strategic outcomes of
regional development policies. The review provides an in-depth analysis of
transformation processes in agglomerations and large cities, the outcomes of
administrative and territorial reforms, and the socio-economic development of
single-industry towns and rural areas.
In light of increasing urbanization, ERI
addresses urban development challenges such as infrastructure, living
standards, and socio-economic issues. Since 2020, the institute has been
conducting studies to evaluate urban quality of life, culminating in the
development of a National Rating of the
Quality of Life in Cities to inform urban policy improvements.
