Developments in the Customs

In Kazakhstan, it is planned to introduce dispatch notes for petroleum products, biofuels, tobacco products, ethyl alcohol and alcoholic products. The relevant developments in the Customs were approved by the Senate.

"... The draft Law introduces the concept of risk criteria and establishes the possibility of defining confidential and non-confidential risk criteria. Organizations specializing in improving the quality of second-tier bank loan portfolios are empowered to restructure debt, write off debt, pay compensation, and cancel penalties. It is also planned to introduce control devices for measuring electricity consumption on each technological line of vodka bottling, and the introduction of dispatch notes for petroleum products, biofuels, tobacco products, ethyl alcohol and alcoholic products," said the Senator Sergey Karplyuk.

In turn, the speaker of the Senate Maulen Ashimbayev stressed that the Law will improve the functioning of the Customs Information Base and the One Stop Shop system, and serve to reduce corruption risks, minimizing human participation. "Informatization of systems will reduce the time required for consideration and decision-making on applications of participants in foreign economic activity. In addition, the procedure for conducting internal and external customs inspections will be revised. We hope that the Law will contribute to the improvement of the customs regulation," he concluded.

The draft also contains amendments concerning the classification of goods transported in mutual trade with the countries of the Eurasian Economic Council, and the settlement of issues related to the use of navigation seals in the implementation of electronic tracking by the National Operator.

It should be noted that the Law on Mandatory Labeling with Federal Special Brands of all alcoholic products in the country, including those imported from abroad, was recently signed by the Russian President Vladimir Putin.

Prior to this, special stamps were used to mark products produced within the country, and imported products were marked with excise taxes.

When performing customs procedures, the marking will be controlled by the customs authorities. At the same time, the customs will be able to issue excise stamps for imported alcohol until April 1, 2021, if the request was submitted before January 1, 2021. Alcohol can be imported with excise stamps until January 1, 2022.
