President of Kazakhstan Kassym-Zhomart Tokayev signed the law "On Amendments and Additions to the Budget Code of the Republic of Kazakhstan".
The amendments, initiated by the deputies of the Parliament, provide for the approval of the pricing methodology for the cost of services performed in the form of a state assignment. There is also a restriction on the transfer of part of the services to subcontractors. "Today, more than 20% of the republican budget is spent as a state order. And most of it is spent through a subcontractor, which complicates the efficiency and accuracy of these funds. The bill provides for the approval of the methodology for pricing the cost of services performed in the form of A limitation is set of no more than 50% on the transfer of a part to subcontractors in order to ensure the efficiency and transparency of financial costs allocated within the framework of the state order," Omarkhan Oksikbayev, a deputy of the Mazhilis of Parliament, said earlier. The amendments to the Budget Code were also developed to improve inter-budgetary relations. Within the framework of inter-budgetary relations, it is proposed to direct deductions from subsoil users for the socio-economic development of the region and the development of its infrastructure in accordance with the income distribution standards established by the regional maslikhat. The Law also proposes to exclude from the code mechanisms for establishing a special reserve and conditionally funded expenses that are not used in the budget process. Kassym-Jomart Tokayev also signed an important decree for business development. The President of Kazakhstan has extended the moratorium on the creation of subjects of the quasi-public sector until December 31, 2021. The decree comes into force from the day of its first official publication. Subjects of the quasi-public sector are state-owned enterprises, limited liability partnerships, joint-stock companies, including national management holdings, national holdings, national companies in which the state is a participant or shareholder, as well as subsidiaries, dependent and other legal entities that are affiliated with them in accordance with the legislative acts of the Republic of Kazakhstan.
