The volume of the republican budget revenues for 2021 is 11.277 trillion tenge. This is 626.9 billion tenge less than the initial budget for 2020 .
The key source of income is income tax. 6 trillion 635.6 billion tenge is provided this year, which is almost 1.1 trillion more than a year earlier (but less than in 2019). It is expected to increase the volume of corporate income tax receipts by 44% (or 621.8 billion tenge, up to 2.022 trillion tenge), as well as customs payments by 70% (up to 1.442 trillion tenge). But transfers are expected to decrease. At the beginning of 2020 revenues from the National Fund were planned in the amount of 4.77 trillion tenge, then in 2021, only 3.7 trillion. Partially this decrease is planned to be covered by the growth of transfers from regional budgets and cities of republican significance by 9% - from 597.8 billion to 651.4 billion tenge. Non-tax revenues are expected to decline significantly. For 2020 the corresponding receipts were planned in the amount of 976.5 billion tenge, now it is 3.4 times less (286.4 billion tenge). The total expenditures of the republican budget for 2021 amounted to 13.756 trillion tenge. Expenditures on social assistance and social security will increase by 2%, to 3 trillion 966.9 billion tenge, this is the largest expenditure item in the republican budget for 2021. Almost 97% of the funds are intended for "Social security of certain categories of citizens and their support for payments." Investments in education will also increase - from 881.7 billion to 1.337 trillion tenge, or more than one and a half times. The main growth was provided by such items of expenditure as "Ensuring the availability of high-quality school education" (+310.8 billion, up to 731.3 billion), "Ensuring the availability of preschool education and training" (+46.2 billion, up to 72.3 billion tenge) and "Provision of personnel with higher and postgraduate education" (+50.8 billion, up to 303 billion tenge). Funding for the development of science increased from 40.6 billion to 48.3 billion tenge. Plans for financing elite sports have been increased from 32.6 billion tenge in 2020 to 41.5 billion in 2021, the costs of training and educating children gifted in sports - by more than 60% - to 17 billion tenge. Another 12.3 billion will be spent on training personnel in the field of culture and art. The volume of funds that will be directed to the provision of medical care within the framework of compulsory social health insurance and its support is increasing - from 299.5 billion to 349.4 billion tenge. Funding for applied scientific research in the field of healthcare is increasing 29 times: from 232.2 million tenge to 6.7 billion tenge. At the same time, the cost of special medical reserve and healthcare infrastructure will be cut fourfold - from 34.3 billion to 8.6 billion tenge. Expenses for the "Defense" functional group will grow by 5%, amounting to 651.9 billion tenge. Fuel energy complex and subsoil use financing will also increase by the same amount - the total volume of planned expenses is 83 billion tenge. 42.5 billion tenge of these, will be allocated for gas transmission system development, 23.8 billion tenge - for development of heat and electricity. The expenditures of the republican budget in the area of industry, architecture, urban planning and construction activities will be reduced by more than three times - from 53.2 billion to 16.6 billion tenge. Costs in agriculture, environmental protection and land relations are reduced by 10%. Financing within the framework of the state program for the development of regions is reduced from 105.5 billion to 51.4 billion tenge, the "Business Roadmap - 2025" - from 78.5 billion to 66.2 billion tenge.
