Presidential Youth Personnel Reserve

A draft decree of the head of state "On amendments to the Decree of the President of the Republic of Kazakhstan dated August 27, 2019 No. 141" On some issues of the President's youth personnel reserve " has been prepared by the Agency for Civil Service Affairs and posted on the portal "Open NLA".
According to the draft decree, the rules for the presidential youth personnel reserve formation will be changed. In particular, citizens of the Republic of Kazakhstan no older than 40 years old with higher education and work experience of at least ten years, including at least two years of experience in managerial positions, will take part in the reserve selection. Civil servants appointed by the president, political employees, administrative employees of Corps A, persons enrolled in the presidential youth personnel reserve will not be allowed to participate in the selection for the reserve. According to the draft developers, the changes are being made "based on previous experience, as well as in connection with a shift in emphasis on identifying transformational leaders with real experience of transformation in previous jobs." Recall that at present, among the main requirements for the selection participants for the Presidential Youth Personnel Reserve are citizenship of the Republic of Kazakhstan, age up to 35 years, education and general work experience of at least 5 years. All eligible citizens can participate in the selection to the Reserve, with the exception of political civil servants appointed by the President. Selection for the presidential youth personnel reserve was held in 2019 at the initiative of the Head of State Kassym-Jomart Tokayev. President Kassym-Jomart Tokaev outlined the need to create a Presidential Youth Personnel Reserve in his election program. Then the Head of State emphasized that the reserve should become an effective social elevator for young people. Representatives from various industries, people of different professions can take part in the selection. These are not necessarily civil servants; they can be representatives from the quasi-public sector, the private sector, and civil society. The reserve will unite potential candidates for senior management positions of the state, the so-called leaders of the new formation” who are able to quickly make decisions and quickly adapt to changing working conditions.
