Nur-Sultan hosts the first meeting on land reform with the participation of Yeraly Tugzhanov, Deputy Prime Minister.
 
Saparkhan Omarov, Minister of Agriculture, spoke about the procedure for monitoring the rational use of agricultural land. According to him, the first 5 years of the lease are monitored annually, and in subsequent periods on irrigated arable land every 3 years, on rain - fed land-every 5 years.
 
Omarov also noted that in order to address the issues of providing pastures to meet the needs of the local population, the Law of the Republic of Kazakhstan "On pastures" was adopted, which provides for the development and approval of Pasture Management Plans for a period of 2 years, aimed at redistributing unloaded pastures o.organized farms to ensure the grazing of livestock of the population.
 
The Minister recalled the draft law on improving state control over the use and protection of land, which provides for reducing the stages of inspections and the terms of withdrawal of unused agricultural land from 3 years to 1 year.
 
In addition, a draft law on digitalization of public services within the unified state real estate cadastre was developed and submitted to the Mazhilis of the Parliament of the Republic of Kazakhstan. "The purpose of this Draft Law is to unify the procedure for granting land plots, control the timing and progress of consideration of applications in the information system, paperless provision of services, exclusion of the institution of the land commission, coordination of the allocation of land with state bodies and monopolis.organizations in electronic format. A separate detailed regulation of the procedure for granting agricultural land through tenders has been developed; to ensure the openness of the work of the competition commission, representatives of public councils and associations of at least 50% of the total number of members of the commission have been legally included in their composition; a single standard lease agreement for agricultural land has been legally established, with clarification and strengthening of the duties and responsibilities of land users," Omarov said.
 
The head of the ministry noted that today there is a ban on the provision of agricultural land in the border zone to foreigners and citizens married to foreigners or stateless persons, with the determination of the distance from the state border. In addition, the needs of the population for the maintenance of personal livestock near settlements are classified as state needs, which provides a legislative basis for their forced withdrawal.
 
Also, as Saparkhan Omarov noted, in order to strengthen state control over the rational use of agricultural land, in 2019, the Land Code was amended on the use of remote sensing data. Now, as the minister explained, along with the results of systematic observations, ground surveys, surveys, and inventory, the results of space monitoring will be used to identify unused land. "In order to create an economic compulsion to voluntarily abandon unused agricultural land by negligent land users, amendments to the Tax Code were adopted in December 2020, providing for a multiple increase in the tax rate from 10 to 20 times on unused agricultural land," the head of the Ministry of Agriculture noted.
