Meeting of the National Commission for Modernization

Prime Minister of the Republic of Kazakhstan Askar Mamin held the meeting of the National Commission for Modernization, according to the website of the Head of Government.

 

The meeting reviewed the progress of implementation of The National Plan "100 concrete steps to implement five institutional reforms of the First President of the Republic of Kazakhstan – Elbasy Nursultan Nazarbayev" and the Address of the Head of State Kassym-Jomart Tokayev to people of Kazakhstan dated September 1, 2020. 


Deputy Prime Minister - Minister of Foreign Affairs Mukhtar Tleuberdi, Ministers of National Economy Asset Irgaliyev, Agriculture – Saparkhan Omarov, Energy – Nurlan Nogayev, Finance – Yerulan Zhamaubayev, Education and Science – Askhat Aimagambetov, First Deputy Minister of Industry and Infrastructure Development Kairbek Uskenbayev, Vice Minister of Ecology, Geology and Natural Resources Akhmetzhan Primkulov reported on the work carried out.

 

To date, of the 100 steps of the Plan 72 are implemented: in the direction of the "Establishment of a professional state apparatus" – 13 of 15 steps, "the rule of law" – all the 19 steps, "Industrialization and economic growth" – 27 out of 50 steps, "Identity and unity" – 3 of the 6 steps, "Establishment of accountable government" – all 10 steps.

 

This year it is planned to perform nine steps in the following areas: "Establishment of a professional state apparatus" and "Industrialization and economic growth".

The meeting discussed the issues of transition to a new system of remuneration for civil servants, updating school education standards and developing functional literacy, improving the energy efficiency of the economy, transparency and predictability of the sphere of subsurface use, reducing water consumption in agriculture, as well as simplifying the fulfillment of tax obligations, including digitalization.

 

The progress of work on improving the competitiveness of the transport and transit sector through the implementation of new infrastructure projects, improving service and increasing the speed of transit traffic was discussed. 

 

The Prime Minister instructed the meeting participants to continue active work on the full and high-quality implementation of the National Plan "100 concrete steps to implement five institutional reforms of the First President of the Republic of Kazakhstan – Elbasy Nursultan Nazarbayev" and the Address of the Head of State Kassym-Jomart Tokayev dated September 1, 2020.  Special attention was paid to the points on attracting strategic investors to new major projects in priority sectors of the economy, developing the manufacturing sector and export potential, ensuring the self-sufficiency of the national economy in basic food products.
