The meeting of the Council for Cooperation with the OECD

Alikhan Smailov: Introduction of OECD standards is one of the key steps to improve the well-being of the citizens of Kazakhstan

The Prime Minister of the RK had held a meeting of the Council for Interaction with the Organization for Economic Cooperation and Development (OECD), the press service of the head of the government reports.

In his report, the Minister of National Economy Alibek Kuantyrov said that the effective cooperation with the OECD requires the extension of the Agreement on Kazakhstan's participation in the Eurasian Competitiveness Program until January 1, 2024.

 

The program is implemented to attract investment, improve competitiveness and develop private enterprise in Eurasia. Kazakhstan has been participating in it since 2008.  In addition, it is required to extend the Memorandum of Understanding between the Government of Kazakhstan and the OECD for 2023-2026, which is the main document under the OECD, defining the priority areas of cooperation.


The updated Program of Kazakhstan's interaction with the OECD until 2025, which assigns the state bodies of Kazakhstan to the structural units of the Organization, was also considered during the meeting.
 

The key areas of the updated program are the issues of national statistics, the fight against corruption, the development of the business environment and attracting investment, public administration and the rule of law.

 

Another item at the meeting was the consideration of the draft Action Plan 2022-2025, which was initiated by the OECD to give a new impetus to the long-term partnership.

 

Action Plan includes a number of thematic reviews (analysis of the current state of the country's economic system for compliance with OECD standards, upon completion of which recommendations are presented), accession to three legal instruments (OECD regulatory documents, including decisions, recommendations and codes) and work on analytical tools.


The activities of the National Contact Point, functioning in Kazakhstan through the OECD as part of the commitments undertaken by our country, were considered during the meeting. 

 

The purpose of the NCP is to address appeals about violations of the OECD Guidelines on Responsible Business Conduct by multinational companies.

 

The Action Plan for 2022 was developed for the effective work of the NCP in Kazakhstan, which cover.organizational activities: the formation of a regulatory framework, seminars/webinars, consideration of appeals. 

The Prime Minister approved the announced areas of cooperation with the OECD.

 

At the same time, Alikhan Smailov instructed to study the feasibility of implementing a number of individual items to exclude non-priority expenditures for Kazakhstan.

 

"All the issues announced today are of great importance. Implementation of recommendations and implementation of OECD standards is a key step both for accession to the Organization and for improving the well-being of the citizens of Kazakhstan," emphasized the Head of the Government.
