In his Address, the President announced the creation of Agency for Strategic Planning and Reforms directly subordinate to the President, as well as the transfer of the Statistics Committee to this Agency.
Resetting the strategic planning system in the country will help solve the urgent problems, ranging from the state planning system being reloaded to "manual" management. It includes 3 levels of documents, the total number of which is more than 80 documents - and this does not include documents that are not included in the hierarchy of documents of the state planning system.
A large number of documents leads to duplication of tasks and measures, increased reporting by government agencies, and creates a lack of understanding of state support measures by beneficiaries. Also, the development of a large number of documents, including their constant adjustment leads to distrust of the activities of government agencies on the part of the population. In this regard, it is important to optimize the documents of the state planning system.
Special attention is paid to the harmonization of strategic and program documents with budget planning. Today, goal setting depends on budget security, while strategy should determine the necessary resources for implementing strategic initiatives, and it should not be just funds from the state budget. Attracting private investment is a prerequisite. Only through joint action will we be able to achieve success.
In addition, the issue of automation of state planning processes (development, implementation, monitoring, evaluation, control) is necessary for reseting the state planning system, which will allow us to see a comprehensive picture of the relationship between the implementation of goals.
The transfer of the Committee on Statistics to the Agency will ensure synchronization of statistical data with indicators of strategic and policy documents.
