Surge in Non-Tax Revenues: Kazakhstan's Fiscal Landscape in 2023

In 2023 non-tax revenues accounted for 7.3% of the total revenue structure of the national budget - an increase from 2.9% in 2022. 

The absolute amount of non-tax revenues for 2023 tripled up to 1.8 trillion tenge compared to 584.8 billion tenge in 2022. This rise was predominantly due to a substantial increase in revenues coming from state property which augmented by 4.4 times.

Within the 2023 non-tax revenue structure:
  • Revenues from state property constituted the largest share at 81.9%, up from 58.0% in 2022;
  • Fines, penalties, sanctions, forfeitures, and other non-tax revenues represented nearly one-tenth, with 9.0% and 8.5% respectively, compared to 19.3% and 21.7% in 2022;
  • Earnings from the sale of goods (works, services) were at 0.4%, down from 0.8% in 2022;
  • Proceeds from state procurements and grants accounted for the smallest shares at 0.1%, each down from 0.2% in 2022.

In terms of local budget revenues non-tax revenues in 2023 made up 1.5% - jumping off from 1.3% in 2022. The absolute figures for non-tax revenues in 2023 increased by 39.9% to 205.6 billion tenge, up from 147.0 billion tenge in 2022. In 2023 the cities of Almaty and Astana amassed the highest non-tax revenues at 13.9% (up from 11.3% in 2022) and 10.7% (down from 13.3% in 2022) respectively, while the Ulytau region recorded the least at 0.9% (up from 0.5% in 2022).
