Russia has submitted to the EEC an initiative proposal to introduce an import duty on beef of 27.5% from January 1, 2022.
The issue of a new mechanism for beef supply to the Russian Federation was discussed at a meeting of the subcommittee on customs and tariff regulation and non-tariff regulation, protective measures in foreign trade in November. The initiative of the Russian Federation is aimed at developing beef cattle breeding in the EAEU, increasing the investment attractiveness of the industry, increasing demand for beef produced in the Union countries and supporting producers, according to Russian media. Currently, the duty for deliveries outside the quota is 50%, but not less than 1 euro per 1 kg. The Russian Federation has been quoting meat imports since 2003. The quota for the import of beef is 570 thousand tons, including 40 thousand tons - chilled beef. There is a zero duty within the quota. According to experts of the meat market, the size of the quota significantly exceeds the needs of the Russian market for this meat. According to Rosstat, in 2019 cattle production in the Russian Federation increased to 1.625 million tons (in carcass weight) against 1.608 million tons in 2018. The growth was provided by agricultural enterprises and farms. In personal subsidiary plots, production is declining. It is worth noting that in Kazakhstan over the past 5 years, the number of slaughterhouses has grown 1.3 times, and the number of feedlots has doubled. The implementation of the industry development program will lead to the creation of 500,000 new jobs by 2027, and export earnings from beef and lamb will amount to $ 2.5 billion (an increase in the book value of livestock by $ 5 billion). And finally, gross export income will grow from $ 30 million to $ 2.4 billion. As a result, Kazakhstan may become one of the five world exporters of beef. In 2020, supplies of Kazakhstani beef increased by 122.1%.
