EAEU treaty non-compliance:

Due to information from the Rosselkhoznadzor about allegedly infected Kazakh tomatoes and peppers, the State Inspection Committee in the agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhsta.organized comprehensive inspections of all greenhouses in Kazakhstan and tomatoes imported into the republic. Based on the results of laboratory tests, the virus was not detected in greenhouses.

In December 2020, the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor) sent a notification to Kazakhstan on the tomato brown rugose fruit virus (ToBRFV) found in the products of Green Capital Kazakhstan LLP, Green Land Alatau, and also on the introduction of import restrictions for Greenhouse-Qaztomat LLP.

The State Inspection Committee in the agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan urgentl.organized an official investigation, during which a commission examination of Greenhouse-Qaztomat LLP was carried out with the selection of samples for PCR analysis. For the analysis, express tests of the VNIIKR RF were used.To exclude possible errors and disagreements, the methods and techniques were also checked with the specialists of the Russia.organization.

According to the results of the examination, ToBRFV viruses were not detected in the products of Greenhouse-Qaztomat LLP. Moreover, to be objective the company, on its own initiative, sent the selected samples to the independent laboratory “Groen Agro Control” (Netherlands). According to the results of additional research, the virus was not detected in the greenhouse economy.

Similar commission surveys were carried out in the greenhouses Green Capital Kazakhstan and Green Land Alatau. The presence of a virus has also not been established. The results of the official investigation were reported to the Federal Service for Veterinary and Phytosanitary Surveillance.

The OIG in the agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan believes that restrictive measures by the Russian Federation violate the requirements of the EAEU Treaty and are an artificial barrier. In this regard, the ministry intends to apply to the Eurasian Economic Commission.
