A round table

On November 27, 2020, Secretariat for Sustainable Development Goals  presented results at a round table regarding its work in the framework of the United Nations Joint Programme on aligning policy and financing with SDGs in Kazakhstan.

As part of this work, Secretariat for Sustainable Development Goals, together with international expert Gregory De Paepe, did a lot of work to identify main sources and volumes of development financing in Kazakhstan, followed by a rapid comprehensive assessment to identify scope of SDG tasks and adequacy of their funding.

During the round table, experts of the Secretariat for Sustainable Development Goals noted that Kazakhstan is working systematically to implement SDGs in all program and strategic documents. Main conclusions reached by Secretariat experts:
  • Сoverage of Sustainable Development Goals in strategic and policy documents is 79.9% (Rapid Integrated Assessment, 2019). In the context of medium-term strategies and programs up to 2022 - 76.3%. SDG 13 has a high level of coverage; while SDGs 1, 5, 14 and 15 have a lower coverage. It should be noted that the Rapid Integrated Assessment only shows how well the SDG goals are reflected in SPS documents, and not the extent to which they are achieved, nor its underlying targets.
  • For all three categories of planning documents (state plans, strategic programs, and territorial development plans), little or no government funding is allocated for the seven SDGs. Moreover, these seven SDGs also fall short of the 2030 deadline.
  • "Planetary " aspect of SDGs is underfunded, with the exception of SDG 6 on clean water. This aspect includes SDGs on sustainable consumption and production, climate change, life on land and in the oceans.
  • At the "target level" of SDGs, the bulk of Government expenditure is largely focused on several SDG targets.

United Nations (UN) Joint Programme on aligning policy and financing with SDGs towards an Integrated National Financing Framework (INFF) in Kazakhstan. Programme is funded by the Joint United Nations SDG Fund and implemented by three UN agencies, namely UNDP, UNICEF and UNESCAP. This project is a continuation of ongoing support of the Kazakhstan Government from the UN in implementation of the global agenda for sustainable development for the period up to 2030.

The Joint Programme in Kazakhstan aims to develop a vision of priority reforms needed to implement Integrated National Financing Framework of SDGs and build the capacity of government agencies to enhance their ongoing efforts to develop supporting ecosystems (institutions and actors) in order to increase the impact of various forms of financial resources on achieving SDGs in the country.
