SDG Linkages Webinar

On Thursday, June 18, the first day of the webinar on the linkages of the Sustainable Development Goals (SDGs) of the 2030 Agenda was held. The online conference was attended by representatives of central and local executive bodies and NGOs.

On the first day, reviews of global experience in using integrated approaches for the SDGs were presented.

International experience

In the first and second sessions, international experts analyzed the relationship between the Goals.

Program specialists of the Sustainable Development Department of the UNDP Regional Office in Istanbul, Mikhail Pelyakh and Elena Danilova-Cross conducted a study on the linking factors of the SDGs.

According to them, not only Sustainable Development Goals that are similar in their objectives are interdependent, but also those that, at first glance, do not have common concepts.

Thus, the creation of a solid infrastructure (SDG 9) affects the provision of a healthy lifestyle (SDG 3).  An example of this is Kyrgyzstan, where exhaust fumes have affected the well-being of citizens.  According to the information provided, the massive import of old cars that took place in the 2000s led to significant air pollution in Bishkek. In addition, green areas were shrinking in the neighboring state, which also led to a decrease in population health indicators.

A similar study of the SDG linkages has been carried out in many other countries. The expert analysis revealed the interconnection of the following goals: Ensure inclusive and equitable quality education (SDG 4) and Ensure access to affordable, reliable, sustainable and modern energy sources for all (SDG 7).

Power outages in parts of Tajikistan affected the performance of secondary school students. It was possible to reveal the correlation between these factors in the course of a survey of schoolchildren, whose grades sharply deteriorated during the period of blackout in their homes.

In the list of tools for analyzing SDG interrelationships, representatives of the UNDP Regional Office identified: search for priority points of interaction, design of accelerators, modeling, etc.

The experts explained the principle of applying these methods, which will facilitate the work of domestic SDG researchers.

Integration of SDG principles in Kazakhstan

In the third session of the webinar, an overview of the current state planning system was presented for the readiness of integrating the SDGs in Kazakhstan.  Director of the Center for Strategic Research and Sustainable Development, JSC "Economic Research Institute", Bakhytgul Khambar conducted research on the integration of SDGs into existing government documents.  According to the comprehensive assessment, almost all of the Sustainable Development Goals are identified in 80 strategic and program documents.  Moreover, the analysis for 2019 revealed that 79% of the SDG targets are integrated into the documents of Kazakhstan.

Currently, the Republic of Kazakhstan has developed the following steps to implement the SDGs:

- created the national architecture of the SDGs

- tasks and indicators are prioritized

- work is underway to involve representatives of business, civil society in the regions in the implementation of the SDGs, using joint operating platforms of NGOs

- work is underway to improve feedback mechanisms

In the future, it is planned to continue work to improve the efficiency of the institutional methodological principles for the implementation of the SDGs.

National SDG indicators were reflected in the study of the Head of the SDG Statistics Department, Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan, Ainur Dosanova.

Based on the results of the expert work, 266 indicators were identified, according to which the success of the implementation of the SDGs in Kazakhstan is assessed.  Corresponding reporting at all levels takes place systematically.  The first report on SDG statistics was presented in June 2018. To date, a brochure in infographics has been released: "Gender Profile of the SDGs", a collection of "Statistics on Children".

In addition, workshops on SDG methodological issues, media trainings, national and technical meetings are held on a regular basis.

In the near future, it is planned to approve the national system of indicators with baseline values ​​for monitoring the SDGs by a protocol decision of the coordinating council.
