Practical Seminar

On December 9, 2020, Economic Research Institute held a practical seminar for state bodies developing draft laws in an online format on "Improvement of the quality of assessment of socio-economic consequences of draft laws of the Republic of Kazakhstan".The seminar was held within the framework of the state task "Scientific and Economic Examination of Draft Laws of the Republic of Kazakhstan". Purpose: explanation of provisions of the methodology for assessment of socio-economic impact of draft laws under sections of the Passport - using the example of the draft law of the Republic of Kazakhstan "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Issues of Tourist Activity". The seminar included practical filling out of the Passport with a theoretical explanation in the following sections: 2. Feasibility and timeliness of the draft law development; 3. Socio-economic impact analysis using the method of benefit and cost analysis for target groups; 4. Implementation risks; 5. Means to achieve the purpose and objectives of the draft law; 6. Results of public discussion of the draft law; 7. Annex. The event was attended by experts from 19 state bodies, including employees of the Ministry of National Economy of the Republic of Kazakhstan, Ministry of Trade and Integration of the Republic of Kazakhstan, Ministry of Finance of the Republic of Kazakhstan, Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan, Ministry of Health of the Republic of Kazakhstan, Ministry of Justice of the Republic of Kazakhstan, Ministry of Emergency Situations of the Republic of Kazakhstan, Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan, National Security Committee of the Republic of Kazakhstan, and Supreme Court of the Republic of Kazakhstan. In conclusion, the state developing bodies were given recommendations on certain issues of filling out the Passport.
