On April 2, the Kazakhstan Office of the National Contact Center (NCC) held the first discussion on defining the criteria of multinational enterprises in Kazakhstan for the proper functioning of the NCC.
The online discussion was attended by representatives of the Ministry of National Economy of the Republic of Kazakhstan, YNTYMAQ Coordinating Council, QasipQorgan Trade Union and ArgymakTransService LLP.
The moderator was the head of the NCC Secretariat Nurbek Yergeshbayev, the speaker was the Director of the ERI Center Dolores Tyulebekova.
The purpose of the online event was to discuss the fundamental criteria for determining TNCs, as set out in the OECD Guidelines, within the existing Kazakh regulatory framework. In particular, the Guidelines define the following as the basic principles of TNC activities:
1. Carry out their activities in all sectors of the economy
2. Carry out their activities on the territory of two or more countries
3. They can coordinate their activities in different ways
4. Have a private, state or mixed form of ownership.
During the discussion, the NCC secretariat informed the participants about the current status of the NCC's activities, provided information on the OECD Guidelines, as well as proposals for inclusion in the group of criteria defining the concept of "multinational enterprise".
As a result of the event, the participants decided to further study the international experience in defining the concept of "multinational enterprises" and to re-discuss this issue for a more constructive analysis and recommendations.
