On May 25, 2021, Costa Rica officially became the 38th member of the OECD.

Costa Rica has completed the internal procedures for the ratification of the OECD Convention and has deposited its instrument of accession to the Organization. This leads to the successful completion of the accession process, which began in April 2015.

It is worth noting that the OECD member countries formally invited Costa Rica to join the OECD on May 15, 2020 after a five-year accession process, during which it underwent in-depth technical reviews by 22 OECD Committees and implemented important reforms to bring its legislation, policies and practices in line with OECD standards. These reforms covered a wide range of policy areas and included a comprehensive reform of competition policy and law enforcement, the reorganization of the national statistical system, the introduction of criminal liability of legal entities for bribery abroad, and the creation of a register of shareholders to ensure tax transparency.

As part of the handover of the instrument of accession, the OECD Secretary-General, Angel Gurria, said that he was pleased to welcome Costa Rica to the OECD family and that Costa Rica would be a new beacon for the OECD in its region.

Costa Rica's accession will expand its membership in the OECD to 38 countries. It will be the fourth member country from the Latin American and Caribbean region to join, after Mexico, Chile and Colombia.
