OECD (Organization for Economic Co-operation and Development) webinar on ‘Responding to COVID-19 and improving the legal environment for business. Kazakhstan’ conducted on June 5, 2020. This event was a part of series of webinars with Central Asian governments on the responses to the COVID-19 strategy, funded by the European Union. The webinar consisted of three sessions on the topics of private sector and entrepreneurship development, taxation, foreign direct investment politics and promotion. OECD is particularly interested in Kazakhstan experience in overcoming the crisis caused by the COVID-19 pandemic, namely in development and implementation of political measures for the population protection and entrepreneurship support. Opening the webinar, Vice Minister of National Economy Zhaslan Madiev noted the measures taken by Kazakhstan in order to stabilize the country's economy. So, the Government of Kazakhstan allocated 5.9 trillion tenge to fight against coronavirus and to finance anti-crisis programs. Also, he separately dwelt on measures aimed at supporting small and medium-sized businesses, such as credit ‘holidays’, deferral of tax and other payments, expanding soft loans access, suspending the calculation of rental payments, canceling inspections, etc. In turn, Sven-Olov Carlson, ambassador and head of the European Union delegation to Kazakhstan, noted that ‘Kazakhstan is one of the first countries in Central Asia to start helping its business’. During the negotiations, it also became known that the OECD methodology identified priority reforms for Kazakhstan based on a thorough assessment of the country’s legal environment: 1. Consistent and thorough implementation of the new code for entrepreneurs, in order to improve small firms operating environment;2. Improving the functioning of dispute resolution mechanisms for all enterprises in order to guarantee the effective implementation of contracts; 3. Simplification of trade procedures and cooperation between agencies involved in export procedures.
