State's social policy

Population ageing is a profound process that affects all aspects of people's and society's lives: economic growth, employment, pension provision, living conditions, the need for medical care, and political and public decision-making. The creation of an effective system of social protection measures for the elderly people is one of the priorities of the state's social policy. In Kazakhstan, over the past 5 years, the number of elderly people among men has increased by 17.7%, and among women by 8.9%. As a result, today Kazakhstan, according to UN estimates, is classified as a country with an aging population. Thus, in the North-Eastern and part of Central Kazakhstan, the situation is similar with the countries of Europe, that is, the population is aging because of the rapid increase in the elderly population compared to younger due to the insignificant natural population growth and negative migration balance. In the southern and Western regions of the republic and in Nur-Sultan, there is an increase in the proportion of people under 15 years due to the increase in the birth rate, thereby reducing the rate of aging of the population. The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan has developed a National Action Plan for improving the situation of the older generation "Active Longevity" in the Republic of Kazakhstan until 2025 and approved an Action Plan for it. The document was developed as part of the implementation of the Concept of Social Development of the Republic of Kazakhstan until 2030. The Action Plan provides for 38 events in 9 areas. The document includes such areas as "Respect for the rights and dignity of older citizens", "Financial situation of older citizens", "Increasing employment of older citizens", "Support for families with elderly people", etc. For example, within the framework of the direction "Increasing the employment of older citizens", it is planned to monitor available jobs for the elderly people, inform older citizens about the situation on the labor market and employment opportunities, and hold a specialized Vacancy fair for the elderly people. Within the framework of the direction "Creating conditions for leisure activities", it is planned to open active longevity centers in all regions of the country, hold cultural events for the elderly, hold events dedicated to the celebration of the Day of the elderly people, etc. In the direction of "Modernization of public consciousness" it is planned to implement events such as the formation of a positive image of the elderly people to perceive them as bearers of cultural traditions, professional and life experience; ensuring the participation of older people in consultative and advisory bodies, Community Councils, in the upbringing of the younger generation in schools, colleges and Universities, extra-curricular activities, in clubs, sections, domestic clubs; development of volunteering for the elderly people. In many countries, there is an established understanding that any isolation and the creation of "special places of residence", even the most comfortable ones, restrict human rights and freedoms, exclude opportunities for individual development and life in society.
