Kazakhstan's NCC meeting with South Korea's NCC

On September 2, the Secretariat of the National Contact Center of Kazakhstan JSC "Economic Research Institute" (ERI) held an online meeting with the National Contact Center of South Korea.

The event was attended by Aziza Kassenova, Head of the OECD NCC Secretariat in Kazakhstan, Dolores Tulebekova, Director of the ERI Center, Aruna Tokmagambetova and Aliya Musina, employees of the Secretariat, representatives of the Ministry of National Economy of Kazakhstan represented by Markhabat Kisanova, Deputy Director of Investment Policy Department.

During the meeting, representatives of the Secretariat spoke in detail about the activities of the NCC of Kazakhstan, shared its history and gained experience over the period of operation of the center, explained how the structure and the information resource of the NCC is built.

expressed gratitude to NCC of South Korea for facilitating cooperation to exchange experiences and joint training.

Representatives of the Korean NCC expressed interest in promoting the OECD Guidelines and the work of the NCC among citizens and businesses. They discussed ways to promote these issues in their respective countries and shared their experiences.

 

The Secretariat also discussed the development of strategic solutions and the implementation of Roadmaps for improving the work of NCCs.

South Korean NCC representatives shared that they have experienced difficulties with the selection of experts for 20 years of activity and were interested to learn from the experience of Kazakhstan NCC in this regard. They also noted a "unique case" of separation of duties of the Ministry and the Secretariat of NCC of Kazakhstan, whose duties are performed by the JSC "Institute of Economic Research", which is under the jurisdiction of the Ministry of National Economy.

"The meeting provided a fruitful platform for the exchange of views and knowledge on many topical issues and problems of further development," noted the participants.

As a result of discussion, the representatives of Kazakhstan and South Korea NCC expressed mutual readiness to hold the next meeting for a detailed discussion of the activities of the centers and other issues.

The National Contact Point (NCP) is a collegial advisory body that makes decisions on appeals concerning violations of the OECD Guidelines for Multinational Enterprises, including information disclosure, human rights, labor and industrial relations, combating bribery, bribery and extortion, environmental protection, consumer interests, science and technology, competition and taxation. 

 

South Korea's NCC acts as a.organization in which the government and civilians jointly participate. It consists of eight commissioners: a chairman (Director General of Foreign Investment of the Ministry of Trade, Industry and Energy), three representatives of various ministries, and four representatives of external institutions (Industrial Policy Research Institute, Korea Standards Association, and Professors). The secretariat is the Korea Trade Arbitration Board.
