A special role in the new Address of the President to the people of Kazakhstan is assigned to the reform of public administration and to reset the state service system, which are at the head of all upcoming transformations. The implementation of certain reforms depends on proper, well-structured planning. 

Reducing the number of civil servants, in particular in Central Government agencies, will increase the wages of the remaining employees, which is an important incentive mechanism. This, definitely, will entail a corresponding increase in responsibility for the functions performed, but it will also lead to an increase in the professionalism and qualifications of employees. 

Definitely, the quasi-public sector will play a decisive role in the qualitatively new economic development of the state in the near future. In this regard, new solutions are needed to improve the effectiveness of corporate governance in national companies, including by strengthening public control over strategic decisions, the distribution of financial resources (profits) and overall economic performance. A fundamentally new approach is outlined in the field of managing the procurement process of the quasi-public sector, which also includes an emphasis on increasing transparency, strengthening the regulatory function of the state, and minimizing corruption risks and other abuses in this area.
