In his Address, the President noted the importance of developing regions with competitive advantages. At the moment, despite large investments in fixed assets, the regions show low industrial growth rates and a slight increase in GRP.

Within the framework of the Forecast scheme of territorial and spatial development of the country until 2030, there are four groups of regions with individual competitive advantages: cities of national significance, mining, industrial and industrial-agricultural.

The cities of Nur-Sultan, Almaty and Shymkent have an agglomeration settlement system. The development of these regions, taking into account competitive advantages, involves economic specialization in the service sector, science, digital technologies and innovations with an export orientation. Communication with other markets should be supported by creating conditions for long-term investment in R&D and innovation.

The development of extractive regions is carried out through the implementation of industrial projects in the basic and manufacturing industries, the development of related services, and the orientation of the manufacturing industry to export. In the mining regions, it is planned to create conditions for attracting the world's leading engineering companies with subsequent access to foreign markets.

Industrial regions include East Kazakhstan, Karaganda and Pavlodar regions. These regions have a similar settlement system to the mining regions. The competitive advantages of the regions are realized taking into account the emergence of new industries based on and around traditional sectors of the economy, as well as the development of the service sector. Market connectivity is provided by creating conditions for the development of high-tech products and integration into global value chains.

Akmola, Almaty, Zhambyl, Kostanay, North Kazakhstan and Turkistan regions are industrial and agricultural regions. The competitive advantages of these regions are the development o.organic agriculture and aquaculture, the creation of national competitive industries with high added value, with an emphasis on environmental friendliness and export orientation. For industrial and agricultural regions to connect with markets, it is planned to create conditions for providing the domestic market with agricultural products and developing export potential.
