Kazakhstan's Legal Supremacy in Global Analysis of the 2023 Rule of Law Index

This study examines Kazakhstan's standing in the 2023 Rule of Law Index, where it holds the 65th position among 142 countries worldwide, maintaining its identical rank from the previous year. 

Regionally, the country also secures the 4th position out of 15 Eastern European and Central Asian nations and holds the 18th position out of 41 countries with above-average income levels. Despite the global deterioration in the overall state of the rule of law, Kazakhstan stands out as one of the few countries where the overall assessment remains unchanged from the previous year, scoring 0.53 points.

The Rule of Law Index, derived from household surveys, legal professionals, and experts, evaluates the supremacy of laws, considering eight key indicators:
  • Limitation of government powers
  • Absence of corruption
  • Open government
  • Protection of fundamental rights
  • Order and security
  • Regulatory enforcement
  • Civil justice
  • Criminal justice

Kazakhstan's Position: Kazakhstan's consistent ranking indicates stability in its legal framework and governance practices. Noteworthy is the country's performance, surpassing nations such as Hungary (0.51 points), China (0.47 points), Russia (0.44 points), and Turkey (0.41 points).

Global Landscape: The global leaders in the 2023 Rule of Law Index remain unchanged, with Denmark securing the top position, followed by Norway, Finland, and Sweden. Kazakhstan's position reflects its commitment to maintaining and, in some cases, surpassing legal standards compared to several prominent countries.

Conclusion: This analysis underscores Kazakhstan's position in the global legal landscape, providing valuable insights into its rule of law performance and its relative standing compared to peer nations. The country's stable ranking amidst global shifts signifies a noteworthy achievement in sustaining legal supremacy.
