Non-tax revenues accounted for 7.3% of the total revenue in the state budget of Kazakhstan in 2023 which is a significant increase from 2.9% in 2022.
In absolute terms non-tax revenues tripled from the previous year reaching 1.8 trillion tenge in 2023 - up from 584.8 billion tenge in 2022. This increase was primarily attributed to a substantial rise in income from state property which escalated by 4.4 times.
The composition of non-tax revenues in 2023 was as follows:
- Revenues from state property constituted the largest share accounting for 81.9%, compared to 58.0% in 2022;
- Fines, penalties, sanctions, forfeitures, and other non-tax revenues represented nearly a tenth of the total, at 9.0% and 8.5% respectively, down from 19.3% and 21.7% in 2022;
- Income from the sale of goods (works, services) was 0.4% - a decrease from 0.8% in 2022;
- Proceeds from public procurement and grants were the smallest segments, each making up 0.1% of the total - a slight decrease from 0.2% in 2022.
In the revenue structure of local budgets, non-tax revenues in 2023 constituted 1.5% up from 1.3% in 2022. In absolute terms local non-tax revenues increased by 39.9% year-over-year to 205.6 billion tenge in 2023, from 147.0 billion tenge in 2022.
The cities of Almaty and Astana collected the highest proportions of non-tax revenues with 13.9% and 10.7% respectively in 2023, compared to 11.3% and 13.3% in 2022. The Ulytau region accounted for the smallest share of non-tax revenues at 0.9% up from 0.5% in the previous year.
