In 2023 transfers made up 161% of the total income structure of the state budget marking a decrease from 226% in 2022.
In absolute terms transfer receipts for 2023 diminished by 12.7%, amounting to 40 trillion tenge compared to 46 trillion tenge in the previous year. This decrease primarily resulted from nearly halving the guaranteed transfer to the national budget from the National Fund, plunging from 40 trillion tenge in 2022 to 22 trillion tenge in 2023.
Breaking down the 2023 transfer receipts further:
- The guaranteed transfer from the National Fund to the republican budget captured huge share of 55.0% - that is a significant reduction from 88.0% in 2022.
- The targeted transfer from the National Fund to the republican budget (allocated for funding anti-crisis programs during economic downturns or slowdowns, nationally significant social projects, and strategically vital infrastructure projects lacking alternative financing) accounted for 45.0%, up from 12.0% in 2022.
When it comes to local budget revenues in 2023 transfers constituted 52.9%, slightly up from 52.7% in 2022.
Compared to the previous year these figures rose by 24.0% reaching 7.2 trillion tenge in 2023 from 5.8 trillion tenge in 2022. In this distribution the Turkestan region received the most substantial share of transfers at 16.3%, with the least going to the Atyrau region at 1.0%, the Ulytau region at 1.1%, and Almaty city at 1.8%.
