Regulatory impact analysis when introducing self-regulation

On Tuesday, September 8, ERI held a workshop on the practice of regulatory impact analysis when introducing self-regulation for business communities and representatives of public authorities.

The seminar was attended by more than 35 people, including representatives of KazSpor Association of Health Technologies Assessment, Evidence Based Medicine and Pharmacoeconomics Research, Association of Marine Transport Entrepreneurs, Association of Developers of Kazakhstan, Association of Appraisers of Kazakhstan, BagalauQazaqstan CAAK IA SRO, "Union of Poultry Breeders of Kazakhstan" Association.

Speakers of the event were Chairman of the Chamber of Professional Independent Appraisers M.M. Barnayeva, Executive Director of the Moscow Chamber of Entrepreneurs D.M. Ilchuk.  They shared their experience in introducing self-regulation in appraisal activities. Chairman of the Chamber of Expert Organizations AEOPA, B.B. Yerezhepov introduced the seminar participants to the activities and structure of the Chamber of Expert Organizations, as well as spoke about the terms of insurance of civil liability of exper.organizations.

The first part of the seminar
was devoted to the Self-regulation Institute in Kazakhstan. The goals and principles of the SRO were announced. Special attention was paid to the rules and standards of SRO, the procedure for creating a self-regulator.organization.

By the way, self-regulation in appraisal activities was introduced in Kazakhstan in 2017, while the RIA was conducted for the Regulator's RIA as an alternative to the business community and RDE.

In 2021, the regulatory state body should conduct APB procedure in the form and manner of review in order to determine the effectiveness of the introduction of self-regulation. T

Thus, appraisal activity is the first area that will undergo a full cycle of regulatory impact analysis based on the Smart Regulation Principle.


In the second part of the workshop
, attention was focused on the procedure for conducting regulatory impact analysis when introducing self-regulation.

It should be noted that the participants of the workshop are familiar with the Rules for conducting and using of the RIA approved by the Order of the Minister of National Economy of the Republic of Kazakhstan on November 30, 2015, No. 748. This document regulates the procedure for conducting the RIA procedure, procedure for conducting public discussions on the RIA results, and procedure for conducting alternative RIA.
