Evaluation of Info Instruments Automation

In the period from September 15 to September 17, 2020, 3 online meetings of the Expert Group on Entrepreneurship were held in order to determine the level of automation of Info Instruments (IIs).
The Expert Group meeting was attended by representatives of state bodies and experts of Economic Research Institute JSC: A.Ye. Assenova, G.T. Kurbanbayeva, G.Sh. Kuanganova, D.A. Mukusheva. The Ministry of National Economy of the Republic of Kazakhstan together with Economic Research Institute assesses the level of automation of Info Instruments included in the list of IIs (approved by the Order of the Minister of National Economy of the Republic of Kazakhstan No.107 dated 28.12.2018). This list consists of 439 Info Instruments related to the following areas: • environmental protection • grain market regulation • seed production • plant protection and quarantine • subsoil use • tobacco products sales • petroleum products sales • energy, etc. According to the Business Code of the Republic of Kazakhstan, Info Instruments are understood as requirements for providing information by state bodies or other persons. According to regulatory legal acts, IIs must meet the following criteria: 1) provision of information is mandatory and non-provision entails liability in accordance with the laws of the Republic of Kazakhstan; 2) information is provided by private business entities. In terms of the severity of costs, IIs are the third after permits and state control and supervision. It should be noted here that IIs are not "anti-market" in nature as permits that involve costs for businesses even before they start operating. As well, Info Instruments do not entail such high costs as checks carried out within the framework of state control and supervision. However, unlike permits and inspections, information requirements are usually mandatory for all market participants, regardless of their fair practice and law-abiding, and if they are not met, they entail administrative responsibility. Following the meetings, we should take note of high level of Info Instruments automation in the following ministries and agencies: Ministry of Finance of the RK in the are of oil products and tobacco products sales; Ministry of Economy of the RK in the area of gas supply; Ministry of Justice of the RK in the area of judicial acts execution; Committee on the regulation of natural monopolies of the Ministry of National Economy of the RK in the area of natural monopolies.
