Today, 28 July 2026, experts from the Economic Research Institute JSC conducted a training seminar titled “Improving the Quality of the Assessment of the Socio-Economic Impact of Draft Laws.” The event brought together approximately 40 representatives of central government agencies.
The seminar aimed to improve the quality of draft law development and strengthen practical skills in assessing their socio-economic impact.
Assessing the socio-economic impact of draft laws involves a comprehensive analysis of the costs and benefits that their implementation may generate for citizens, businesses, and the government. Such assessments help determine the effectiveness of proposed regulatory measures and contribute to creating a regulatory environment that supports sustainable socio-economic development.
During the seminar, Karina Ten, Director of the Center for Expertise, explained the procedure for conducting scientific economic expertise of draft laws in accordance with the Law of the Republic of Kazakhstan “On Legal Acts” dated 6 April 2016, as well as the Rules for Organizing and Conducting Scientific Expertise and Selecting Scientific Experts. These Rules were approved by the joint order of the Minister of Justice of the Republic of Kazakhstan dated 11 July 2023 No. 473, the Acting Minister of National Economy of the Republic of Kazakhstan dated 12 July 2023 No. 135, and the Chairman of the Agency of the Republic of Kazakhstan for Anti-Corruption (Anti-Corruption Service) dated 11 July 2023 No. 223.
Aidana Baikanova, Deputy Director of the Center for Expertise, introduced participants to the structure of the Socio-Economic Impact Assessment Passport for draft laws and explained how each section should be completed. Participants also completed practical exercises on filling out the Passport. Following the practical session, the most common mistakes were reviewed, and participants received clarifications on issues arising during the preparation of socio-economic impact assessments for draft laws.
The seminar enabled participants to become familiar with the methodology and effective approaches to assessing the socio-economic impact of draft laws. The knowledge gained will contribute to improving the quality of decision-making and strengthening the professional competencies of civil servants in this field.
