How to Assess the Impact of New Requirements on Business: ERI Holds Regulatory Impact Assessment Seminar

Today, the Economic Research Institute (ERI) hosted a training seminar on the practical application of Regulatory Impact Assessment (RIA).

The seminar brought together more than 30 representatives from 10 government agencies, including the Ministries of Agriculture, Healthcare, Ecology and Natural Resources, Trade and Integration, Digital Development, Innovations and Aerospace Industry, Labour and Social Protection, Emergency Situations, Justice, Internal Affairs, as well as other government bodies.

ERI experts conduct RIA training seminars on an annual basis. The training programme covers the institutional framework and instruments of government regulation of entrepreneurial activity, as well as issues related to improving legislation in this area.

A separate session was devoted to international experience in implementing RIA, as well as the establishment and development of this institution in Kazakhstan. Participants examined the structure of the RIA process, the procedures for conducting assessments at both the central and regional levels, and the rules for completing the analytical assessment form, with a detailed review of each stage. The acquired knowledge was reinforced through practical examples and case studies.

Particular attention was paid to the following types of Regulatory Impact Assessment:
  • RIA for the introduction of new regulatory instruments and the tightening of existing regulation
  • RIA conducted as part of the regulatory review process
  • Alternative RIA
  • RIA for the analysis of existing regulatory acts included in the Register of Mandatory Requirements.

The seminar aimed to equip civil servants with practical skills in applying the RIA procedure throughout the law-making process.

The training was prepared and delivered by Aigul Assenova, a certified RIA trainer, Candidate of Economic Sciences, and Deputy Director of the Center for Expertise, together with the Center’s leading experts Akmonshak Kaliyeva and Alena Shevtsova.
