The OECD Investment Committee discussed draft recommendations on private investment in infrastructure and investment incentives

On 24 September 2026, the Investment Committee of the Organisation for Economic Co-operation and Development (OECD) held an extended webinar dedicated to two initiatives in investment policy. The meeting brought together experts from a number of member states and partner countries of the Organisation, including the United States, Israel, Japan, the United Kingdom and others, as well as representatives of the OECD Secretariat.

The first topic was the revision of the Recommendation on Private Sector Participation in Infrastructure.

In April 2026, the Committee presented a draft revision of the 2007 Recommendation and approved its declassification for consultation with stakeholders.

Between May and July 2026, the draft was circulated for comment to 14 organisations; the overall direction and scope of the document were broadly supported, and the comments received were incorporated into the current draft.

The document was reshaped into a more principles-based and less technical form, which led to the need to develop a separate Technical Guidance to support its implementation – this is a Committee initiative, is not subject to approval by the OECD Council, and is being developed separately from the Recommendation.

Following the Expert Group meeting on 10 September, feedback was generally positive, with suggestions to clarify certain definitions, ensure the section on financial instruments is adaptable to country context, and continue discussion of the Technical Guidance.

The second topic was the draft Principles for Better Investment Incentives. The substance of the document remained unchanged, though the wording of certain principles was supplemented with more detailed explanations.

Based on written comments received in September 2026, the revised format was well received, and the scope, structure and content of the draft gained broad support, alongside specific drafting suggestions.

Following the discussion of the draft Principles, next steps were proposed: preparing a revised draft that takes into account delegates' comments, circulating it to OECD Directorates for comment, submitting it for approval by the Investment Committee under written procedure in October 2026, and publishing it as a standard OECD publication at the High-Level Investment Meeting in December 2026.
