NCC participated in the meeting of the Working Group on Responsible Business

On November 14-16, 2022, a regular meeting of the Working Group on Responsible Business Management (RBM) was held under the chairmanship of Kristin Kaufman. The meeting was held in Paris (France).

On the part of Kazakhstan, employees of the Secretariat of the National Contact Center of Kazakhstan, represented by Economic Research Institute JSC (ERI), took part online.

On the agenda was a critical analysis of the update of the OECD Guidelines for Multinational Enterprises (hereinafter referred to as the Guidelines).

The meeting was a continuation of a series of discussions throughout 2022 on the modification and, subsequently, consolidation of the updates proposed at the Meeting of the Working Group on RBM on September 28-30 this year.

Changes to the Guidelines apply to all chapters:

  1. General policy

  2. Concept and principles

  3. Disclosure of information

  4. Human rights

  5. Labor relations

  6. Taxation

  7. Anti-corruption

  8. Competition

  9. Consumer protection

  10. Environment

  11. Science and technology 


These changes were proposed in order to enrich more diverse examples of business relationships that correspond to the conclusions of national contact centers, explanations of the Working Group on RBM, comprehensive inspections and recommendations.

One of the key changes concerns the formulation of the concept of "Multinational enterprises". Instead of the phrase "enterprises doing business in more than one country", it is proposed to use "enterprises with operations in more than one country".

Also, the changes being made are aimed at stakeholder engagement, which should be meaningful and provide additional recommendations consistent with existing Guidelines on Due Diligence and Stakeholder Engagement.

During the meeting, the OECD Secretariat noted the importance of increasing the significance of the Guidelines, since there is still a part of society that is not fully aware of their work and goals.

Summing up, the delegates were reminded of the upcoming Ministerial Conference on RBM Issues next year and the provision of the necessary comments and protocol information to the ministers' documentation by November 23 this year.

In addition, delegates are invited to submit comments and feedback on the draft revised OECD Recommendation on Transparency and Integrity in Lobbying by December 9, 2022.

In conclusion, delegates and participants of the meeting could get acquainted with the upcoming events and consultations from November 2022 to April 2023.
