NCPs of Kazakhstan and OECD
04.08.2023
On August 4, 2023, the NCP Secretariat and the Ministry of National Economy of Kazakhstan met online with Emily Halstead, an Analyst at the OECD Secretariat's Center for Responsible Business Conduct, on the NCP expert assessment. As part of the meeting, E. Halstead introduced the expert assessment procedures and detailed the roles and responsibilities within the assessment. So the assessment is divided into three phases: • preparatory phase (3 months), • visit (2-3 days), • assessment (3 months). The objectives of the expert assessment are to identify the strengths and positives of the NCPs, provide recommendations for improvement, and ensure functional equivalence of the NCPs, helping to implement and disseminate the OECD Guidelines. The parties also separately discussed the forthcoming visit of the OECD Expert Review Team, which will take place on October 24-26, 2023. According to preliminary information, the OECD staff, as well as representatives of the NCPs of France, South Korea and Egypt will pay a direct visit. In addition, during the meeting the requirements for the Kazakhstan NCPs were noted, what basic materials and reports need to be submitted before the visit, and for further actions. For example, one of the items is the provision of information regarding information and promotional activities, which the NCP has been actively promoting since the start of the operation of the NCP in Kazakhstan. This includes what methods are used to disseminate the OECD Guidelines and related Due Diligence Recommendations, as well as information on the NCP's operations to stakeholders. In general, it should be noted that the discussion was fruitful and both parties had the opportunity to ask questions and obtain the necessary information to start the process of preparing the necessary documents.
