NCP and Industrial Zone of Almaty

On July 21, 2023, the Secretariat of the National Contact Point (hereinafter - NCP) represented by the Economic Research Institute JSC (ERI) held a meeting with representatives of the Industrial Zone of Almaty (hereinafter - Industrial Zone). The meeting was attended by the Director of the NCP Secretariat A. Kasenova, Deputy Director of the Center I. Beisekeyeva, Leading Expert G. Makanova, and Project Assistant A. Musina. Deputy Director General A. Abdamit and a number of enterprises implementing projects within the Industrial Zone were present from the side of the Industrial Zone. During the meeting, the representatives of the Secretariat presented the current work, activities and functioning of the Kazakhstan NCPs, and elaborated on the OECD International Standards and the OECD Guidelines for Multinational Enterprises. In turn, A. Abdamit introduced the activities of the Industrial Zone. Thus, according to the information provided, 27 projects totaling KZT 124.3 billion with 3,314 jobs were implemented in the Industrial Zone between 2016 and 2022, with 10 projects totaling KZT 17.5 billion being commissioned in 2023. At the same time, projects with foreign participation are being implemented within the Industrial Zone, such as production of engineering security systems (Japan), production of gelatin (Turkey), production of polyethylene pipes and drip irrigation lines (Israel), production of diagnostic tests for medical purposes (Bulgaria) and others. Residents also expressed interest in the application of OECD standards of responsible business conduct and ways of resolving disputes through mediation. In conclusion, the parties expressed interest in further exploring the standards proposed by the OECD to create an environment for responsible business conduct in line with international best practices. The NCP is a collegial advisory body that makes decisions on pending appeals regarding violations of the OECD Guidelines for Multinational Enterprises, including disclosure, human rights, labor and industrial relations, anti-bribery, bribery and extortion, environmental protection, consumer interests, science and technology, competition and taxation. ERI is determined by the Secretariat of the Kazakhstan NCP, which, represented by the Ministry of National Economy of Kazakhstan, has been operating since 2017. The industrial zone of Almaty was created in accordance with the Strategic Development Plan of the Republic of Kazakhstan until 2020 and the State Program on Forced Industrial and Innovative Development of the Republic of Kazakhstan for 2010-2014. The functioning of the industrial zone is defined by the Commercial Code and the Unified Business Support and Development Program "Business Roadmap 2020". The industrial zone was created in order to provide state support to private businesses and is intended for the development of priority industries in Almaty (machine building, food, light, pharmaceutical, chemical industries, logistics, production of construction materials). In this case, preference is given to investment projects aimed at relocation of industrial enterprises from residential areas of the city, production of technological, innovative products, import substitution.
