Responsible business and public procurement

On June 14, 2023, an online webinar on Responsible Business Conduct (hereinafter referred to as RBC) in public procurement held by the OECD and the Czech National Contact Point (hereinafter - the CNCP).

The meeting was attended by employees Musina Aliya and Sman Gulim as a Kazakhstan NCP Secretariat .

During the session, Lena Diesing - representative of the OECD Center for RBC noted the role of the state in promoting RBC, which can be conditionally divided into the following areas: 
Utilizing and incentivizing RBC: public procurement, state-owned enterprises, trade and investment.
Regulating and securing support for RBC: human rights, labor rights, environment, anti-corruption and integrity.
 
Webinar also mentioned that government procurement is a strategic tool for achieving policy objectives and takes a significant share of the economy: 13% of GDP in OECD countries, and 30% of total public expenditure. For example, the following objectives might be found in public procurement: fostering innovation, promoting green public procurement and the circular economy, supporting access to public procurement contracts for SMEs and RBCs.

Meanwhile, the OECD gave guidelines for promoting the role of the state in the RBC:
Draw attention to the government's role in promoting RBC;
Increase the visibility and influence of the RBC at the national level, both within and outside the OECD;
Support awareness-raising and implementation of RBC standards at the national level in ministries and government agencies, including among third-part.organizations;
Increase the international business community's awareness of government efforts in creating a level playing field for RBCs.
Also during the session, Adam Gromnica - Procurement Specialist highlighted the strategic approaches and social aspects of public procurement. His main purpose was to present national strategies for promoting responsible procurement, and pay great attention to current issues in the field of RBC.
 
Next, webinar participants shared information about the activities and operations of NCP in their states and how they approach state procurement issues.

In conclusion, the participants were thanked for a constructive and interesting discussion.
