Consultative meeting on the project "Fundamentals of proactive management of new OECD technologies"

On February 19, 2024, the Kazakhstan office of the National Contact Point (NCP)of Kazakhstan participated in the consultative meeting on the project "Fundamentals of Proactive Management of new OECD Technologies.organized by the OECD Directorate for Science, Technology and Innovation within the framework of the Going Digital IV program. Delegates from the countries of the Working Group on Responsible Business Conduct (WRBC) had the opportunity to participate in the discussion of the project. On behalf of the Secretariat of the NCP of Kazakhstan, an employee of the Secretariat, Nauruzov Marat, took part in the consultative meeting. The project initiative is a collaborative effort to actively address the ethical, social and regulatory aspects of cutting-edge technologies, ensuring responsible and sustainable innovation. The consultative meeting aimed to promote a holistic understanding of the potential impacts and ethical considerations associated with new technologies, including artificial intelligence, biotechnology and other transformative fields. During the meeting, participants stressed the importance of expanding the planning of new technologies beyond short-term considerations, advocating a forward-looking approach covering 10-20 years. This extended planning horizon is designed to anticipate and navigate the evolving landscape of artificial intelligence, contributing to adaptability and strategic foresight. The representative of CSISAC stressed the urgent need to take into account extremely marginalized groups, vulnerable groups and refugees when planning new technologies. In order to ensure equitable development, the participants proposed to include measures aimed at addressing the unique problems faced by these groups of the population, thereby promoting inclusivity and avoiding exacerbation of existing inequalities. Also during the discussion, representatives of South Korea spoke about the need for an integrated approach to planning new technologies and were supported by other participants of the meeting. This approach involves the involvement of multiple stakeholders, such as government agencies, industry, academia, and civil society, to collectively develop policies and strategies. By promoting cooperation and inclusivity, this approach aims to create a reliable management structure that takes into account different points of view and problems. The feedback received during the consultation meeting will be carefully reviewed and included in the final version of the draft framework for proactive management of new technologies. The goal is to create a dynamic and adaptable structure that will guide the responsible development and introduction of new technologies. It is expected that this framework will be presented at the meeting of the Committee on Science and Technology Policy (CSTP) at the ministerial level on April 24, 2024. In conclusion, the participants thanked for the constructive and interesting discussion.
