Responsible Business: Partnership Cases at the OECD Session

On September 25, 2025, the Secretariat of the National Contact Point (NCP) of Kazakhstan took part in a special online session of the Organisation for Economic Co-operation and Development (OECD).organized by the Working Party on Responsible Business Conduct under the title “Shared Success: Collaboration Between Governments and Stakeholders on Responsible Business Conduct.” The event was dedicated to the exchange of best practices in coordinating actions among government bodies, companies, trade unions, and civil society in the context of implementing the OECD Guidelines for Multinational Enterprises on Responsible Business Conduct (RBC).

The session focused on practical examples of successful cooperation, demonstrating how partnership models between governments and stakeholders contribute to strengthening mechanisms for sustainable development, transparency, and compliance with standards of fair business conduct.

During the session, representatives from France shared their experience of institutional cooperation between the NCP and several key ministries, including the Ministry of Economy, the Ministry of Foreign Affairs, and the Ministry of Labour. This coordinated interagency model has enabled France to improve the efficiency of handling cases, ensure the consistency of approaches to RBC implementation, and strengthen coherence of national policies in this field. Germany presented its regional work within the Network for Corporate Responsibility and Social Engagement. To date, dozens of German companies, representing both large businesses and the small and medium-sized enterprise sector, actively cooperate with the Network. Its role was highlighted as a tool for raising awareness and disseminating successful cases related to human rights protection, compliance with environmental standards, and risk management in supply chains.

Additional examples were presented by trade union representatives from New Zealand, civil societ.organizations from Peru, and the NCP of Poland. Speakers emphasized the importance of continuous open dialogue among all parties, and underscored the significance of the NCP’s role as a neutral and professional platform that ensures transparency of interaction and institutional support for OECD standards.

For Kazakhstan, participation in this session was an important opportunity to study institutional mechanisms that provide for effective partnerships between governments and stakeholders in other countries. The practices presented, covering a wide range of approaches - from interagency coordination to platform-based cooperation formats - provide an important methodological basis for adapting international experience to the national context of implementing the OECD Guidelines on Responsible Business Conduct. In addition, the materials and approaches gained will contribute to strengthening the role of Kazakhstan’s NCP as a mediating and analytical platform in promoting RBC standards in Central Asia.
